As an admin, I find it inconvenient that I cannot invite others for comments before both the reviewer and reviewee have submitted their parts. It would be beneficial if admins had full access to this feature without relying on reviewers to complete their sections first. This change would streamline the review process and reduce dependency on reviewers for administrative tasks.
