Allow Task Groups to Also be utilized by end-users

We have a few people at our company who are not admins in teamflect because they oversee a subsection of our company, but it would be immensely helpful for them to be able to add task groups to Goals because they have a huge role in onboarding new clients we bring on. Would love the option for them to be able to access the Task Group function as well.
