Problem: Users already write detailed goal progress/comments inside the Goals module. During mid-year / year-end reviews, the goal-related questions in the Reviews module ask them to write the same narrative again (duplicate effort).Requested behavior:

When goals are pulled into a review, allow admins to disable/hide the free-form goal comment questions (or auto-populate them) so users can review/sign off goals without re-entering text.

Ideally: show the goal + the latest progress update/comment history in the review context
